The site represents an outstanding example of fen meadows on waterlogged soils situated in the situations of north-eastern fringes of Kysucká vrchovina Upland (Bystrická brázda, Vojenné). Basement is built by flysch of the Bystrica geological unit (set of claystone-sandstone layers). Flysch basement is nutrient-rich and thus provides for the formation of fens with higher content of bases. Marginal settings of local fens feature habitat type E3.41 Atlantic and sub-Atlantic humid meadows (EUNIS) fostering several nationally important species of plants. Fens provide home to several endangered species of Slovak flora, such as Dactylorhiza laponica, Dactylorhiza incarnata ssp. pulchella, Hippochaete variegeta, Lotus uliginosus, Pedicularis palustris and Pinguicula vulgaris.

The site is noted for the presence of the representative fen meadows on nutrient-richer waterlogged sites with high water table. Their plant communities are very rich and feature several critically endangered species of Orchidaceae, rarer species of true mosses, liverworts and hornworts (Bryophyta). The site is located on the western limit of the natural range of sub-Atlantic floral species that are also locally featured. The site consists of two separate sub-sites both of which are situated in the PLA Kysuce. Chmúra I sub-site has been under the legal protection since 2002 (category - protected site). Both sub-sites are suitably located within the borders of the Open Air Folk Architecture Museum Kysuce and therefore well-suited for the educational purposes.

The site is vulnerable due to the likely changes of the hydrological regime of both the site and adjacent area. Between 2001-2003, the area adjacent to the Chmúra II sub-site underwent on-site treatment of landslide with the implementation of drainage measures and deep boreholes. Planning permission had duly reflected the requirements of nature conservancy bodies for the protection of the hydrological regime of the fen site. Abandonment of traditional forms of land management has resulted in onset of the seral processes. These processes have given way to spreading of taller herbs and woody species. Chmúra II sub-site has also been impacted by timber skidding and temporary depot establishment, both following logging in surrounding forest stands. The impact has been most visible in marginal sections (patchy character of the impact).
